Specification, Not Effort
Federal grounds contracts are written as performance standards. The PWS does not tell the contractor to mow on Tuesdays. It states the maximum permissible turf height by area classification and leaves the contractor to schedule the cycles that keep it there through the growing season. Improved areas near headquarters buildings and ceremonial grounds carry tighter standards than semi-improved perimeter areas.
At installation scale this distinction drives the entire operating plan. The contractor has to classify every acre, assign a cycle frequency to each class, build routes that hit those frequencies through peak growth, and hold them when it rains for a week. A single site can be recovered with a Saturday. An installation cannot.
The Functional Elements Inside a Grounds Annex
- Mowing, edging and trimming. Cycle based, by turf classification, with hand trimming around fixed obstacles, signage, fence lines and markers where equipment cannot reach.
- Planting bed maintenance. Recurring pruning, mulch management, bed weeding, fertilization and plant replacement on a defined schedule.
- Turf health programs. Spring and fall fertilization, pre-emergent and post-emergent weed control, and integrated pest management performed under state applicator licensing.
- Tree and shrub care. Scheduled shaping, annual pruning, and removal of storm damage and hazard limbs.
- Seasonal cleanup. Spring and fall full site pruning, debris removal and turf and bed cleanup, usually priced as discrete events rather than recurring months.
- Snow and ice management. In northern climates, a callout driven function with response times measured in hours and priced separately from recurring grounds.

Crew Density and Route Design
Doubling acreage does not double the crew. It changes the shape of the crew. Installation scale grounds work is run as multiple small crews on fixed routes with a working supervisor, rather than one large crew moving as a unit. Route design becomes the single largest driver of cost and of schedule reliability.
Equipment Fleet and Redundancy
On a single site a broken mower is a phone call. On an installation it is a missed cycle across a quarter of the acreage. Fleet planning at scale means owned primary equipment, a spare of every critical machine, on site fuel and consumables, and a maintenance schedule for the fleet itself. Seasonal Surge

Inspection and Documentation
At installation scale the government inspects by sampling against the surveillance plan. The contractor that only finds deficiencies when the COR finds them is already behind. Internal inspection on a defined frequency, documented, with corrective actions closed on dates, is the difference between a satisfactory rating and an exceptional one.

Wage determinations are locality specific.
